The Ministry of Federal Education & Professional Training (FE&PT), Government of Pakistan, has announced a contract position for Owners’ / Client’s Engineer Specialists at PPS‑9 through the National Jobs Portal (NJP).

This role is ideal for highly experienced engineers who can independently manage, supervise, and coordinate large-scale civil projects in the public sector.

Job Description / Responsibilities

The selected specialist will perform high‑level engineering and project management duties, including:

  1. Overseeing that design, specifications and execution of BOQs are strictly as per PC‑I.

  2. Evaluating and implementing civil works according to approved standards.

  3. Determining the most suitable engineering methods and practices to accomplish project objectives.

  4. Estimating costs and deciding appropriate tools, technologies and resources for assigned tasks.

  5. Ensuring project timelines and milestones are met as per approved schedules.

  6. Supervising construction staff, ensuring proper training on equipment, ensuring use of safety gear, and monitoring progress against milestones.

  7. Providing solutions and addressing issues arising before or during project implementation.

  8. Ensuring adherence to all government rules, regulations and guidelines.

  9. Coordinating with CDA, Local Government and EPA in case of any relevant issues.

  10. Maintaining record of tendering processes and procurement as per Government policies/PPRA Rules, including inventory taking and distribution of procured items as per PC‑I.

  11. Ensuring that supply chain and procurement needs are met in a timely and cost‑effective manner.

  12. Reviewing costs, developing relationships with vendors/suppliers, and submitting procurement suggestions to the Project Director (PD).

  13. Managing contracts, placing bids, negotiating pricing, and monitoring all aspects of contract terms.

  14. Maintaining an updated inventory of supplies and materials, and deciding when purchases are required.

  15. Placing and tracking orders with vendors and suppliers.

  16. Conducting stock taking and verifying invoices/bills for submission to the Budget & Accounts Specialist.

Eligibility Criteria

  • Qualification: Degree in Engineering (from a recognized institution)

  • Experience: Minimum 10 years proven relevant experience in engineering, project management, client/owner’s engineer roles and related civil works.

  • Domicile Quota: Open (as per NJP job details)
